Comprehensive Residential Care for Youth in Need of Stability and Support

The Residential Therapeutic Treatment Program at Burlington United Methodist Family Services provides structured, therapeutic care for youth who require a higher level of support to achieve emotional, behavioral, and social stability.

Burlington uses a holistic, team-based approach to treatment that promotes mental wellness, behavioral stability, and personal growth all with the goal of preparing youth for successful reintegration into their families, schools, and communities.

Program Overview 

Our Treatment Approach

Each youth receives individualized programming based on a comprehensive assessment of their strengths, needs, and challenges. Treatment teams work collaboratively to assess, plan, implement, and evaluate care throughout a youth’s stay.

Services and supports may include:

  • Individual and group therapy
  • Behavioral management and skill-building
  • Recreational and experiential learning programs
  • Psychiatric and general medical services

Programming focuses on redirecting interfering behaviors, reinforcing positive behaviors, and helping youth generalize skills across home, school, and community settings.

Levels of Care

Level II Residential Care

Level II group care is a therapeutic setting designed for youth with confirmed DSM-V diagnoses that result in moderate-to-severe adjustment difficulties at school, home, or in the community.

These diagnoses may include:

  • Disruptive behavioral disorders
  • Mood disorders
  • Conduct disorders

Youth in Level II care often require significant psycho-social and psycho-educational support and may struggle to function in less restrictive environments. The goals of Level II programming include:

 

  • Developing interpersonal and social skills
  • Reducing disruptive behavior patterns
  • Preparing youth for transition to a less restrictive setting

Level III Residential Care

Level III services provide a highly structured, intensively staffed (1:3) 24-hour therapeutic environment for youth with more severe emotional and behavioral needs.

This level of care serves youth with DSM-V diagnoses such as severe conduct and emotional disorders who are unable to function across multiple areas of life, including home, school, and community.

Level III programming includes:

  • Formalized behavioral programs and interventions
  • Intensive supervision and support
  • A highly structured daily routine

The primary focus is psycho-social rehabilitation, with the goal of stabilizing the youth’s mental health and returning them to an appropriate level of functioning.

Education Services

On-grounds schools at both the Burlington and Beckley campuses are administered by the West Virginia Department of Institutional Education Programs, ensuring youth continue their education in a structured, supportive environment.

Program Locations

Beckley Campus – Beckley, WV (Raleigh County)

The Beckley Campus includes:

  • Two gender-specific Level III cottages, each serving 10 youth ages 11–17
  • One Level II cottage serving 10 youth ages 11–17

Burlington Campus – Burlington, WV

Located on more than 40 acres in a rural setting, the Burlington Campus offers a therapeutic environment surrounded by rolling hills, mature trees, and outdoor recreation spaces.

Campus features include:

  • Residential cottages overlooking open play fields
  • Baseball field and playground
  • On-grounds school
  • Gymnasium with locker rooms and cafeteria

Residential programs associated with the Burlington Campus include:

  • Rees-Headlee – Level III program serving boys and girls ages 8–18 (10 youth)
  • Kitzmiller – Level III program serving boys and girls ages 8–18 (10 youth)
  • Mill Meadow – Level II program serving 7 boys ages 12–18 (located in Keyser, WV)
  • Keyser Group Home – Level II program serving 7 girls ages 12–18 (located in Keyser, WV)
  • Brenda’s House – Level III program serving boys and girls ages 5–10 (located in Old Fields, WV)
